1. Purpose ————--
GEOS-DP-011 defines, explicitly and exhaustively, what GEOS Dat Pipelines are not required to do in order to be certifiable.
This specification exists to:
prevent scope creep,
protect institutional neutrality,
preserve auditability and finance-grade clarity, and
ensure that Data Pipeline certification remains a technical and procedural determination only.
This document is normative. Absence of a requirement here MUST be interpreted as an intentional exclusion, not an omission.
2. General Principle ————————
A GEOS-certifiable Data Pipeline is evaluated only on its ability to transform declared Entry artifacts into declared Exit artifacts in a traceable, auditable, and integrity-preserving manner.
Any function not strictly required for that purpose is out of scope.
3. Explicit Non-Requirements ——————————--
A GEOS-certifiable Data Pipeline is NOT REQUIRED to perform, support, infer, or guarantee any of the following.
A Data Pipeline is not required to:
implement instructional logic;
determine learning sequences;
adapt content to learners;
assess teaching quality; or
embody any theory of learning.
Pedagogy is upstream of the Data Pipeline and outside GEOS certification scope.
A Data Pipeline is not required to:
define curriculum standards;
interpret curriculum intent;
determine curriculum alignment quality; or
arbitrate curriculum disputes.
Curriculum definitions are declared dependencies, not responsibilities of the Pipeline.
A Data Pipeline is not required to:
attribute outcome changes to specific interventions;
infer causality;
distinguish correlation from causation;
isolate treatment effects; or
justify policy choices.
Outcome interpretation lies outside pipeline certification.
A Data Pipeline is not required to:
cover all learners;
cover all schools;
represent national universality; or
achieve statistical representativeness.
Coverage properties may be declared in metadata but are not certification requirements.
A Data Pipeline is not required to:
assess equity impacts;
detect bias beyond declared transformations;
evaluate fairness of outcomes; or
ensure demographic balance.
Such analyses may be performed downstream using certified outputs.
A Data Pipeline is not required to:
operate in real time;
support continuous ingestion;
guarantee latency bounds; or
synchronize with instructional schedules.
Temporal characteristics are declarative, not normative.
A Data Pipeline is not required to:
use digital systems;
avoid paper-based inputs;
use specific software platforms;
adopt particular data formats beyond declared Entry requirements; or
conform to any implementation architecture.
Technology neutrality is a core design constraint.
A Data Pipeline is not required to:
certify Data Sources;
validate Data Source governance;
assess Data Source trustworthiness beyond Entry declarations; or
enforce upstream compliance regimes.
Data Sources remain external dependencies.
A Data Pipeline is not required to:
know which Outcome Signal Portfolios consume its outputs;
adapt behavior based on downstream usage;
declare or infer dependents; or
optimize for finance structures.
Pipelines declare dependencies only.
A Data Pipeline is not required to:
embed funding rules;
calculate disbursement amounts;
assess financial risk;
interact with finance facilities; or
signal funding eligibility.
Finance decisions are explicitly downstream.
A Data Pipeline is not required to:
enforce national laws;
interpret regulatory obligations;
adjudicate compliance; or
substitute for sovereign authority.
Compliance regimes are external to certification.
4. Certification Implication ——————————--
Failure to perform any excluded function MUST NOT be grounds for:
denial of Data Pipeline certification;
conditional certification;
corrective action; or
negative audit findings.
Conversely, inclusion of excluded functions MUST NOT be interpreted as adding certification weight.
5. Relationship to Other GEOS-DP Specifications —————————————————
This document constrains interpretation of:
GEOS-DP-002 (Certification Criteria)
GEOS-DP-003 (Conformity Assessment Procedures), an
all downstream audit and registry use.
If a requirement appears to conflict with this document, the conflict MUST be flagged and resolved before certification proceeds.
