0. Interpretive Basis ββββββββ-
GEOS-FN-008 defines the Body of Knowledge (BoK) required for an individual professional to be certified as a GEOSorβ’ for the assessment of Foundational Numeracy Outcome Signal Portfolios submitted for certification under GEOS-FN standards.
This document:
defines required knowledge domains and competencies;
supports consistent, reproducible conformity assessment across jurisdictions;
enables scale without expanding The GEOS Organization's institutional capacity; and
applies only to professional certification of assessors.
This document:
does not define outcome standards;
does not define assessment procedures (see GEOS Assess documents);
does not grant authority to assess any artifact absent formal accreditation; and
does not constrain School Systems, Data Source Operators, or Finance Facilities.
1. Certification Scope ββββββββ--
A GEOSorβ’ certified under GEOS-FN-008 is qualified to assess:
Outcome Signal Portfolios submitted for certification as GeOSPsβ’;
conformity with GEOS-FN-001 through GEOS-FN-007; an
auditability, reproducibility, and contestability requirements specific to Foundational Numeracy.
Certification under this BoK is domain-specific.
GEOSorβ’ certification for other domains (e.g., literacy) requires separate BoKs.
2. Required Competency Domains βββββββββββ-
A candidate for GEOSorβ’ certification MUST demonstrate mastery of all competency domains below.
Knowledge of:
GEOS role boundaries (per GEOS-CORE-001;
separation of standards definition, conformity assessment, and funding;
artifact-centric certification logic; and
voluntary participation and authority limits.
Knowledge of:
globally recognized Foundational Numeracy constructs;
the construct families defined in GEOS-FN-001 and GEOS-FN-002;
common sources of construct contamination and proxy misuse; and
known measurement weaknesses at early grade levels.
This domain emphasizes measurement literacy, not pedagogy.
Knowledge of:
status vs. progress signals;
distributional vs. point estimates;
cohort vs. learner-linked growth;
statistical artifacts that induce gaming; and
signal portfolio logic under anti-gaming constraints.
Knowledge of:
Layer A, Layer B, and Layer C distinctions;
permitted transformations under GEOS-FN-004;
depersonalization rules and audit reconstruction;
reproducibility and versioning requirements; and
failure modes in automated aggregation.
Knowledge of:
audit trail completeness requirements;
reproducibility testing techniques;
immutability verification;
red-flag patterns indicating manipulation; and
evidentiary sufficiency under GEOS standards.
Knowledge of:
dispute triggers and admissible challenges;
re-assessment boundaries;
reassessment independence rules; and
procedural neutrality requirements.
Knowledge of:
independence requirements for assessors;
prohibited dual roles;
disclosure obligations;
assessor recusal conditions; and
sanctions and revocation triggers.
3. Examination Requirements ββββββββββ-
GEOSorβ’ certification MUST be granted only upon successful completion of:
a written examination covering all competency domains;
scenario-based assessment exercises involving simulated GeOSPsβ’;
reproducibility and audit reasoning tests; and
ethics and conflict-of-interest evaluations.
The GEOS Organization publishes examination blueprints and may choose to administer examinations directly, indirectly, or both.
4. Certification Maintenance ββββββββββ--
A GEOSorβ’ certified under GEOS-FN-008 MUST:
complete periodic recertification;
demonstrate familiarity with updated GEOS-FN standards;
maintain continuing education credits; and
comply with all disclosure and independence requirements.
Failure to meet maintenance requirements MUST result in suspension or revocation.
5. Relationship to GEOSorβ’ Certified Partnersβ’ ββββββββββββββββ--
This BoK:
applies to individual professionals, not firms;
underpins accreditation of GEOSorβ’ Certified Partnersβ’;
does not substitute for organizational accreditation; and
does not authorize unsupervised certification activity.
6. Authority Limits βββββββ--
Certification under GEOS-FN-008:
authorizes assessment activity only within GEOS-defined procedures;
conveys no authority over funding decisions;
conveys no authority over outcome definition; and
does not imply endorsement of any School System or program.
7. Versioning and Evolution ββββββββββ-
This Body of Knowledge:
is versioned independently of FN outcome standards;
evolves based on audit findings and system learning; and
preserves backward interpretability where feasible.
